HRonlinePlus has already implemented a new Employee 201 File enhancement supporting the
PhilHealth contribution arrangements for qualified solo parents and persons with
disabilities (PWDs), as described in PhilHealth Circular Nos. 2026-0015 and 2026-0017.
Authorized HR administrators can tag eligible employees as Solo Parent or PWD in their 201
File. Once the classification is saved, HRonlinePlus automatically applies the corresponding
PhilHealth contribution computation during payroll processing—without repetitive manual
adjustments each payroll cycle.
PhilHealth Circular No. 2026-0015 addresses coverage of solo parents and their children or dependents under Republic Act No. 11861. PhilHealth Circular No. 2026-0017 addresses coverage of persons with disability under Republic Act No. 11228.
For qualified employed members whose eligibility and registration requirements have been satisfied, the applicable premium is shared equally between the employer and the National Government. The government portion is not collectible from the employee.
| Contributor | Qualified employee share |
|---|---|
| Employee | 0% |
| Employer | 50% |
| National Government | 50% |
The percentages describe the allocation of the applicable premium—not a new premium rate. Eligibility, verification, subsidy timing, and remittance procedures remain subject to PhilHealth requirements.
We added a dedicated classification field to the Employee 201 File, giving authorized HR personnel a
simple way to record an employee’s verified Solo Parent or PWD status within their existing HR workflow.
1. Open the employee’s 201 File in HRonlinePlus.
2. Tag the employee as Solo Parent or PWD, as applicable, after confirming the required documents and
PhilHealth status.
3. Save the employee classification.
4. During payroll processing, the system automatically applies the corresponding PhilHealth contribution
calculation.
This is an implemented feature, not a planned enhancement. The employee classification drives the
contribution calculation, helping reduce manual work and improve consistency across payroll cycles.
• Less manual work: No repeated manual computation adjustments for correctly tagged employees.
• More consistent deductions: Payroll follows the employee classification recorded in the 201
File.
• Centralized employee records: HR teams maintain classification information alongside other 201
File details.
• Faster adaptation: The platform supports the contribution treatment described in the 2026
PhilHealth circulars.
The new 201 File field is an internal HR and payroll classification tool; it does not independently
verify eligibility with PhilHealth or government registries. Employers should ensure the employee has
completed the applicable PhilHealth requirements before using the special contribution arrangement.
For solo parents, the circular specifies a valid Solo Parent Identification Card (SPIC) and registration
or updating requirements. For PWD employees, PhilHealth validation against the designated PWD Registry
and prescribed documentation apply. Employers should also follow the circulars’ operational and
transition rules.
